Agree with JRutledge 100%.
Confusion during "bumping" can lead to the wrong team being charged a timeout, with much greater repercussions possible near the end of the game.
Keep it simple, you grant it, you charge it.
There was a good reason why both the NFHS and IAABO did not allow "bumping" for at least a half a century.
Probably why our local interpreter and state interpreter didn't tell us about the change.
Silly IAABO, making a change only so we don't have to sometimes walk approximately forty feet to the reporting area and then back to the endline.
And now, under certain conditions, we can "bounce the ball across the lane"!
Lazy is as lazy does.
