I've had one official show me in the mechanics manual that it needs to be done before the first free throw, but nothing in regards to the following free throws.

I'm asking for a reason. I am mentoring a couple of newer NCAA-W's officials and I saw one of them do this in a game. Since I am not learned in NCAA Women's mechanics, I often ask questions about things they do and whether not they're in the book. Often times I have received conflicting or incomplete answers.
