Just speaking philosophically why would an IC be eligible for UI?
(ps - I'm not saying you believe one would / should be.)
It is just that - Insurance.
Insurance for which an IC does not pay premiums.

That said, I do know there that in some states law makers are trying to figure a way to pay to IC's and employees who's employer is exempt from UI payments (more precisely Unemployment Insurance Premiums.)
