Wait until a player (other than the inbounder) touches the ball, chop in the time, and start the ten second count if the offense controls (not just touches) the ball first.

Now if you're asking what happens in the theoretical situation where nobody ever touches the ball, you could be there all night long, and we don't get paid by the hour?
