I found a couple of books.
Official's Manual, 1999-2002 Three Officials, Foul Switching Techniques a. The official who calls the foul goes opposite the table b. The opposite side official replaces calling official. c. The third official remains in the same position occupied at the time the foul was called. Same verbiage in 1997-1999 book.
