In my high school game, yes, it does need to be addressed. At the bare minimum, Red #23 needs to be told that his action was definitely not appreciated and that he would be on a very short least the rest of the game. Most likely, it would be a dead ball contact technical foul. Just two shots, and the ball, not flagrant.
