OBR rules question

I have 2 similar questions from my annual association rules examination that I can't find an answer in the rule book for. Logic gives me an answer to it, but I always like to find it in the rule book if I don't know the answer.
True or false
1) If a Batter asks for a new ball the umpire must honor the request
2) If the pitcher asks for a new ball the umpire must honor the request.

The word must makes me believe these to be false.

2 feet + of snow predicted for my area tomorrow, but I still got baseball on my mind!!

You could read 3.01(e3) so that statement 2 is true.

2 is true (if F1 is doing it to show you up or something, deal with that part of it; just to try to head off that discussion)

The Batter does not Matter

The F1 Gets the ball he wants to throw STRIKES with.
