R1 had already rounded 3rd, so the only way back to the base was for R2 to pass R1 on his way back to 3rd.

Or if R2 came back to the bag at the same time R1 arrived but did not pass each other, or a CT1 just said. But if it was like Steve said then, Houston there is a problem.
