Thank you, I read the rule and really he should be ejected and declared out
So really the answer should be A & C but there is only one answer

I heard just last night that the NFHS test this year is split between true false and NCAA-style multiple choice, where more than one answer may be selected.

The NFHS multiple choice questions are single answer. I've already taken Part I (all WI officials take Part I and the 22% who are L5 and Master take Part II, both open-book and via the mail).

1) WHY IS he declared out?

2) If A and C are the "same" answer, and only one answer can be correct, then A and C are wrong. (Test taking skills -- of course, that assumes a competent test-maker)

Take a closer look. You are citing the penalty for 3-3-1(n), See 3.3.1 U in the Case Book.

The first sentence applies to all subsections (m) through (q).

The next two sentences apply to (n) only.

The last sentence applies to (q) only.
