Sound like a bad move on Dancing with the Stars by F1. Balk it on general principles, if it's ugly, Balk it!

just to make sure, if F1 lifts his pivot food (still in the air) and then drops the ball (before it hits the ground behind the rubber), this would be a balk, right ?

Yes, if I was sure that's what happened.

I'd give the benefit of the doubt to the pitcher (that the pivot foot touched the ground before the ball was dropped).
