obstruction forces runner to move up ?

hi,
situation : R1, R2, 1 out. after the pitch, the catcher tries to pick R1, but R1 is obstructed by F3. usualy i would call time and send R1 -> 2ndbase. but with R2, does R1 have to stay at 1stbase oder will, as a result of the obstruction R2 move up to 3rdbase ?

R1 to second; R2 to third.
