 Tim,Unless I misunderstood the OP, the runner is not running is reverse, he is trying to draw a throw. The original ruling came about because in the early years players would run the bases in reverse order as a form of protest and to show up the other team. That was when the umpires were ordered to impose that rule. What the runner is doing is stupid and bush league.
