LL guys only-illeagal pitch-ball?

Dan,

For JR/SR/Big League, the only two illegal pitches defined are:

1. Delivering a pitch while not in contact

2. A "quick return" pitch

just as in OBR. As in OBR, these are both balks with one or more runners.

The "ball for what is normally a balk" only applies to Majors and below, and it only applies there when there ARE one or more runners.
