Skin Condition Sheet?
Why do you think they changed the rule to require the sheet be at the weigh in? Skin checks are often done by an inexperienced official and they may have to bump a kid out of a line-up for something that is benign or worse yet, allow a kid with a contagious skin condition to wrestle because they are not sure and don't want to raise the hackles of a coach. This is a dumb change, in the past they had time (usually an hour) to get them to a doctor and get it checked out. Anyone know why they did this?

I think its a good idea. Have the skin sheet and be ready if you have a condition you should be prepared before the match. My way of thinking is if I have any doubts about a skin condition that wrestler does not hit the mat. Saves competitors and me from exposure.
