libero and serving
HS match last night...NFHS rules
Game is humming along, Team A has just won a rally and is going to serve. Libero enters the court legally, RB player leaves court, no problems. Libero looks at me (R2) and says "I will be serving now". I said "OK, go ahead" Coach tells me from bench - "She has to report before she serves for the first time" Any ideas where this comes from????

Seriously, it could have come from a bunch of places. Most likely either the coach misunderstood the process or a previous official didn't really understand it, so was winging it & gave bad information. Sad to say, the latter happens way to often...........

It is suggested that the down official make of point of informing the scorekeeper the first time the libero serves. Perhaps the misunderstanding arose out of that?

BITS,
There will be some confusion over the L serving for a while. I, for instance, did no HS (Varsity or JV) this year because of soccer commitments, and before next year I'm going to have to sit down and really study the process so I don't mess it up. As for where the question came from.... where do any of the goofball things we hear come from? It must be from a glaxy far, far away!

Felix - that was exactly my response to the coach. BITS - Your answer seems to make the most sense. I am in a large metro area and the training and clinics that I have access to here are pretty good. This particular team was from an outlying part of the state. Historically, officials in the outlying parts of the state have not had access to the same levels of training and some years, if they are able to get together just to go over rules changes, it's an accomplishment. It wouldn't surprise me a bit if one of the teams "local" officials told them that it was a requirement.
