Failure to submit line-up
Hey guys. I was part of an NCAA rule discussion group tonight. One of the things we talked about was delay sanctions when a team fails to provide a starting lineup sheet prior to the 30 second warning whistle between sets. It was stated that it's a delay warning at that point. If it hasn't been turned in by the time the interval ends, it's a delay penalty. And it's an additional delay penalty every 30 seconds after that, continuing until the lineup is turned in -- or you've issued 25 penalty points.
I cannot find this procedure outlined in the NCAA rulebook. Delay sanctions are covered in Rule 6, but I don't see a procedure for "every 30 seconds" anywhere in there. I do see a 30-second progression in Rule 8, but that applies to a team not returning to the court for the start of a set. And it only allows for 5 minutes of delay before the set is defaulted. In the video we watched, the team was on the court and ready to play, but the lineup hadn't been turned in.
So. . . Does anybody see a rule justification for giving more than one delay penalty when a team fails to turn in a lineup between sets? OR . . . would you consider not turning in a lineup to be the same as not being "ready to play", even if the players are on the court?
Is it possible that the rule is different in USAV? (I just looked quickly, and I actually don't see a rule stating that it's a delay sanction for failing to turn in the lineup.)
