With the "customer service" goal in mind...
Since it was "fixed" during the timeout, and since there was a timeout granted, there was technically no "delay" present. Had the coach not requested the timeout and the R2 had to fix it for them, then Delay Sanction would have been appropriate. The team has already had a timeout they've lost, possibly due to the replacement confusion. No need to punish them further.
