I am watching the NJCAA Division II national championship match and noticed the R2 frequently chooses not to move to the offending team's side of the net before mimicking the R1's point & violation signal. Is this an appropriate mechanic at the college level? I only work high school volleyball.

It's a preferred but not required technique at the club level. NCAA women's volleyball doesn't care, but you'll find many referees work the club level and are used to doing that, so they do it at the college level as well.
