shot put regulations

ok so i have been doing shot put and discus since 6th grade(currently in 8th) and during shot put they have always counted it a scratch if the shot was not touching skin(meaning neck or cheek) the whole time untill release untill this year where it seems that nobody is touching skin.... Does anybody know the official ruling for it? ps if i could have the info by wednesday the 16 that would be very helpful being that the 16th is districts

Shot Put rule re: keeping it tight

Here are the relevant rules regarding Shot Put.

The athlete must rest the shot in between the neck and shoulder and keep it tight to the neck while throwing.

The shot must be put with one hand away from the shoulder (next to the chin). You cannot “throw” the shot put, it must be “putted”.

USATF rules are not the same as for NFHS which I have to assume you are asking about.

The relevant NFHS rule site states this:
A legal put shall be made from the shoulder, with one hand only, so that during the attempt, the shot does not drop behind or below the shoulder.

No where does it say the shot has to be in contact or in close proximity to the neck as it does in USATF rules.
