But the catcher isn't a team representative.

A team representative is a member of the coaching staff (including volunteer and student coaches) or team manager.

6.10 Conferences
A charged conference is a delay in the game granted by the umpire to allow team
representatives or team representatives and players to confer.

Has to be team representative in the meeting to have it count as a charged conference
