Per ASA "the fourth, and each additional, charged conferences in a seven inning game, shall result in the removal of the pitcher". If the coach takes a TO in the first, and then again in the second but alos changes pitchers at the time of the second TO. Am I understanding correctly that the second TO does not go against the count of "4" because a pitching change was made??

That is kinda correct. If the coach tells me that he is making a pitching change before he crosses the foul line, then he is not charged with a conference. But if he does not inform me of the pitching change until after he crosses the line, then he's charged with a conference. Seems to me that ASA lists this explanation in the POE section under conferences. In league play, when a coach has gone to the circle and then made a change, I'll explain at the next half inning that if he tells me before crossing the line he's not charged with a conference.
