Yes. Meets every requirement for having a courtesy runner, earned their way by being the 9th batter scheduled to hit that inning (same way any other person in the order would earn their way).

Poorly worded rule "fix" solely intended to stop subbing the FLEX in for DP, then thinking you can get a courtesy runner for the FLEX (if P or C).
