F1 or F2 is scheduled to bat last in the lineup… Is a courtesy runner permitted to be placed on 2B to start the inning?

Yes, in the 4 rule sets I know.
The TBR runner is interpreted as the F1 or F2 getting on base themselves, as opposed to a PH or DP.

Yes. Meets every requirement for having a courtesy runner, earned their way by being the 9th batter scheduled to hit that inning (same way any other person in the order would earn their way).

Poorly worded rule "fix" solely intended to stop subbing the FLEX in for DP, then thinking you can get a courtesy runner for the FLEX (if P or C).

Thanks Cecil, had me wondering... Flex bats for DP (F1) and gets on base. Right now, Flex is F1 and can have a CR.

Pitcher and catcher are identified as the person to last physically play the position. In your situation, the flex batting for the dp (F1) does not make them eligible for a courtesy runner.

No, that is exactly what they can't do.

BTW, the reverse of the roles is more usual.
