So a player can wrap a boatload of tape around the grip, thus acting like a choke-up device, but can't use a choke-up device.
Who came up with that?

I can only guess, but based on similar rulings from other organizations, tape is usually regarded as something that will stay put, whereas "attached devices" might not, depending on how they're made, how they fit or how they're attached. Instead of dealing with all those variables, it's easier to just ban the device. |
