Never underestimate the ability of an NFHS rules committee to come up with a silly ruling.

I can only guess, but based on similar rulings from other organizations, tape is usually regarded as something that will stay put, whereas "attached devices" might not, depending on how they're made, how they fit or how they're attached. Instead of dealing with all those variables, it's easier to just ban the device.
