True, but rare. The big prize in these tournaments are trophies. Not a berth.

Edited to add:
Keep in mind that teams that do these things as fundraisers, KNOW, that they want all teams to return and to "bring a friend" next year.
If a TD with skin in the game on a ruling was even perceived as being unfair, that would be his/her last tournament.
