What you are seeing is a test run of the new clear slacks from ASA, or, as they are being marketed, the Umpire's New Clothes. It is hoped that these pants will end the argument of gray v navy.

I wouldn't be too surprised to see that in Baton Rouge. In the past, LA ASA has allowed shorts to combat the LA heat and humidity. I have a framed picture on my wall of a now well-known college assigner in shorts and shin guards in a LA state tournament in 1997. (My DD is crossing home after hitting a 3-run HR and she is watching her touch the plate.)

Wholly schidt! How did my picture end up on here???!!!!

BTW, 90 degrees at 9 a.m. doesn't mean a whole lot to some of us. A few of us have worked a game or two where the low never got below 100. Didn't wear shorts then, either.
