catcher head covering

Fed rules but others would be helpful. How do handle/interpret the idea of a catcher wearing a cloth head covering under her helmet while catching? Not a bandanna, just plain cloth. Potentially a violation of 3-2-5 but... . Do you see it as a uniform violation? Do you care? Is it different from allowing prewrap as a headband even though that's not really what it is? And what if it was a skull cap? Is that any better? And while we're at it, what makes a bandanna a bandanna? The design? The color?

These things have come up recently between umps and coaches and I'm straddling the fence. I personally don't care unless it is "bandanna" related (gang colors??), and even then I find it to be something I enforce because I'm told to. I wrote my state interpreter today and I'd like to throw it out to you guys. What do you think?
