it just didn't seem that way from reading it initially. if that's the way it's usually handled here, I can dig it.

but at some point tho, someone has to answer point blank, else it will seem very hostile or exclusive in here for those seeking answers.

Whenever someone comes on here with a question, one option is to just give an answer. That's all fine and good. Another is to encourage someone to get into the rulebook and learn the rules and what they mean. Developing this habit is essential for an umpire, so Steve actually was giving the OP the help he/she was asking for.
