On going debate Fed/NFHS ?

This sit has been kicked around for quite some time. Is there any "consistent" ruling applicable to the following or is it a case by case as the UIC sees the play?
Sit: Batter hits ball (could be swing or bunt) and ball rolls/ stops in front of plate or towards 1st base line but still near plate (2' to 3'). Batter & F2 bump each other in making play and running to 1st base. In both cases, ball is close enough that both players make contact doing their required and expected response.

Pretty sure we've agreed on a no-call unless one of them does something obviously intentional.
