Working on the assumption that the catcher must remain in the catcher's box and the normal catcher's arms are not more than 36" long, there is no other option than the ball being over foul territory to catch a foul tip.

If a player contacts a batted ball over fair territory, how can it be a foul ball? ASA 1.Fair Ball.C
I envisioned a play where, B1 swings, ball goes from bat sharply and directly to F2's mitt, bounds up about 8 feet and away from F2 (toward F1), and F2, making a diving leap into fair territory, catches the ball about a foot in front of the plate.

Meets the definition of a foul tip... doesn't it?
