Personally, I don't think I would call it an IP, but I'd have to see the precise situation. Is it part of her natural pitching movement, and then she stops? If so, IP. But again, IP's should be nipped in the bud waaaaay back in inning No.1.

There was nothing anywhere near a IP in the game until the last "attempted pitch"
I can't figure out why the pitcher stopped, unless her fielders being so close to home bothered her.
May have been best to finish the game this way because if the batter had swung there may have been a seriously injured defensive player as they were very close.
