Bat in Zone is a strike...NOT

Ok rec league tourney game. Batter squares to bunt hold bat still while pitch goes in the dirt. PU calls a ball. Defensive coaches want a strike called cause she didn't move her bat. PU handles it well, but one of the rec league umpires keeps talking in the dugout about how we were wrong that was a strike she should be out (had 2 strikes on her at the time) yada yada. 3rd base coach comes up to talk to me in between innings (I am rabbit, yes 3 person in rec league....UIC wanted to be on the field since a couple of fans for this team liked to get rowdy) I tell him in college they are right bat in zone is a strike, but ASA and FED you have to make an attempt to contact the ball or it is nothing. So now I am looking in the book, admittedly quickly, and I can't seem to find where it tells me that. Can anyone help with a rule reference for ASA and Fed if available.
