Illegal Pitch or not?

14U PONY tournament. R on 1; P, in the middle of her windup ( REAL herky-jerky), flips the ball backwards, where it stops on the ground. I, going by where it says in the book that a 'pitch must be brought forward' declare an IP, and put R1 on 2nd. (I was on the bases, my PU is pretty much a newbie)The defensive coach accepted my explanation, and the umps there at the tournament that day seemed to agree. However, another veteran I later talked to said I should have just kept it a ball and a live ball with no IP....is he right or me? Thanks!

Don't know PONY rules, or which major ruleset it most closely resembles. I do know that is simply a ball in NCAA, NFHS, and ASA.

From page 40 of the 2006 PONY rule book -
"IF THE BALL SLIPS FROM THE PITCHER’S HAND DURING HER
WINDUP OR DURING THE BACK SWING, A BALL IS DECLARED ON THE
BATTER, THE BALL WILL BE IN PLAY, AND THE RUNNERS MAY ADVANCE
AT THEIR OWN RISK."

Based on your description, it should have been a ball.

Generally, anything true in both NFHS and ASA, is true in PONY.
