"PERSONALLY" can, and in this case does, refer to personal opinion, which means I really cannot be wrong.

It is also my opinion that NFHS and other sanctioning bodies abuse the umpires' presence of authority for administrative responsibilities that should be handled by an AD, site coordinator, tournament director or whomever is responsible for the teams and sanctioning body.

And, yes, I am aware that in other sports at many levels, game officials are saddled with the responsibility of observing all or portions of the teams' warm-up period. That doesn't mean I have to like it or concur with the manner in which officials are directed.

This topic has nothing to do with administrative duties, observing warmups or HS rules. It is about the game time being delayed becaus the visitor is late or because one team does not get "warmups" done expeditiously. Starting time is not life or death, but delays keep umpires and others from completing the game on time; especially if the umpires have subsequent games or one tema has some kind of curfew. Bus drivers knowing the way is no excuse, the AD or HC is responsible for getting the team there or scheduling the game more appropriately.
The other issue is whether there is value in the home team "warmup" at the last instant or at the scheduled time with some off-field throwing to stay loose.
