ASA and Bat Warming

I just read something regarding ASA's position on bat warming. It said that ASA considers this "altering" or "changing" the characteristics of a bat and it's illegal. True? If so, what rule specifically?

True 3-1-J This is considered to be changing the characteristics of the bat after the time of manufacture.

It's the same in Fed and NCAA - bat warmers are illegal.
