Working a Little League tournament, I noticed that after the game had started (during the second inning to be exact), the visiting team's starting pitcher was in the bullpen pitching to the catcher. Under Little League rules, is it permissible for a pitcher to warm up in the bullpen after he has already entered the game and pitched in it, but has not yet been removed. And, would this be any different under Fed or OBR?

About the only regulation I am aware of during LL Tourmament Play is that the catcher better wearing a helmet and mask while warming up. Unless the pitcher didnt get a good warmup before the inning, and threw very little pitches during the inning, I question why the pitcher would be throw more in the bullpen.
However, I dont believe there are any rules which do not allow this from happening. |

Catcher must wear ALL requirted protective equipment (including dangling style throat protection) and catcher must be a team member (no coaches or others). Given that fact it is not prohibited.
As for the reason for warming up between innings? Hard to say...
