Tie breaker
During pre-game, neither coach wants to use the int. tie breaker rule. The game is tied after 7. At what point, if any, does the int. tie breaker come into play? I thought it was after 10?

I was unaware that this was a local coaches option. Everywhere I've worked, it's instituted or it's not. You don't say which ruleset you're using, so I'm not sure if this is correct for all.
But you would use the ITB in the first "extra" inning - whatever that means to you. In our league, that means after the 6th (local rules end games after 6)

In KY/NFHS, we are to ask. prior to the start of the game, if BOTH coaches want to use the ITB. If either do not, then we do not use in. I was asking, if in the case both coaches do not want to use it, is these some point (or inning) that we as umpires, say that the ITB is in affect!

Since this is a state association rule (that you have to have prior agreement of both coaches), then your question should really be directed to your state association.
But, as you have explained the state rule, I would say, "no... if both coaches do not agree, you go with extra innings with no ITB. Play until someone is ahead at the bottom of an inning."

If that is your procedure and the coaches say no to the ITB then ther is no point where you use it.
