Anyone who has seen how rules like this are past at ASA Council will understand that not all the kinks are worked out before they are past. After new rule are past National Staff people like Pollard et.al.work to make the rule as uasable as possible but I dare say we have kicked this rule around more than it ever was at Council. Mike, I am sure you know what I mean. I don't really mean this as criticism of ASA, since I am ASA all the way, but although this rule went through several committees, it probably never went through a complete process that would ferret out all the problems we see in ruling on these plays. Like I said in an earlier post, I am glad this is one that doesn't happen a lot.
