Like most rules in most sports, the intention is discussed. Then the path to achieve the goal of satisfying that intention is hammered out. It is passed and the NUS takes a look at it to try to make it as workable and fair as possible without getting overofficious. Then they put it in the book.
Just as everybody relaxes figuring they reached their goal, it is put into action on the field, an alleged adult does something goofy on the field that no one could possibly anticipate and then we all hear a loud, "Damn, why didn't we think of that?!" That's when an interpretation goes out to the RUIC, who in turn, should pass that on to the state/metro UIC, and so on down the line.
