This was just as fair When this was first raised, I saw this as an indictment of the officials that collectively could not or would not do their job.

The first violation WAS the obstruction, the second would be the passing by a trailing runner.

My point was that the OBS is not negated by another runner's violation.

Never said it was, just that there was an additional rule violation and the interpretation directs you to ignore it in the ruling
