PIAA Pitch Count

At dinner with a few umpiring colleagues last night, and one mentioned that pitch count in PIAA softball was all but a done deal. Effective when, he wasn't sure.
PIAA is PA's Fed ball. So it may be including all Fed.

Has anyone heard this?
