a) runner is protected until they either reach a base (either next or previous) or is "put out" (but then is awarded the base/s they would have received). Whether you award them 2nd or 1st is your judgement depending on where you think they would have reached had the OBS not occurred (could be third!)

b) R1 stays at first, DDB signal is put down as soon as R1 touches 1st safely
