My question remains, who pays for it? It isn't like anyone can control the weather. And while it is done some places, it isn't fair to keep the teams' money if they do not play

On the other side of the coin, I have never heard of a TD giving money back to the teams for games that were rained out.

I believe it would be unusual for the teams to be refunded 100% of their money even if no games are played. There are always fixed costs (park reservation / rental, for example). Beyond that, if ANY games are played, the amount refunded decreases rapidly, regardless of the game "guarantee." The TD is obligated to put together the terms and conditions on his refund policy to cover situations as in the OP.

So the teams pay the cost to which someone else has committed.

Answer me this If you pre-order an item, but the item is never produced, do you expect to only get a partial refund because the company/organization had expenses leading up to that point?

So, do you also expect the police officer hired for security and the trainer hired to treat injuries to leave without being paid for their time?

No, but I'm sure they have a contract and, in some places, are required by law or local regulation.

Now, if you want to talk about a contract which defines payments status and responsibilities, that is what you get.

Not the same. The Ts & Cs are spelled out in the tournament registration / information available to the teams before they register. They know they will not get 100% of their money back if the tournament is canceled due to weather. The tournaments I am most familiar with cover part of the cost of such a cancellation out of the sponsoring organization's funds (such as a local team's organization) and part from a retained % of the registration fees.

Umpires don't get paid if no games at all are played, but they do get paid if games are started. The tournament organizers are responsible for managing the budgets and paying the professionals they hire.
