Under NFHS rules, in the rule book NF mentions A or K in regards to IP, but then they also mention that no play shall intentionally go out of bounds and return.

What is the rule number or casebook reference that states an ineligible receiver can not be down field on a scrimmage kick (assuming the ball is actually kicked and not a pass)?
