airborne or not?

This is from a WHL game last night (rivalry game)



The hit in question happens at about the 40 sec. mark. Did the player leave his feet before the hit?

Watching at full speed, the only thing wrong with the hit is the contact to the head. Not sure what the WHL head contact rule is.

Otherwise, its probably not called a penalty at the NHL level.

The video is at an odd angle, which may not help.

the main question: does the player goes airborne just before the hit happens? There are some fans that say his right foot stays on the ice.

There are also some fans that say he went airborne after the hit happened.

Concerning the WHL Ruleset, they follow the NHL Ruleset from what I am reading from the WHL 2013-14 Rulebook.

From an officials' perspective, once again, looking first time at full speed (the ONLY view a referee gets), I'm not putting my arm up, especially at that level of hockey. Impossible to tell at full speed when the feet come up.
