Concerning the WHL Ruleset, they follow the NHL Ruleset from what I am reading from the WHL 2013-14 Rulebook.

From an officials' perspective, once again, looking first time at full speed (the ONLY view a referee gets), I'm not putting my arm up, especially at that level of hockey. Impossible to tell at full speed when the feet come up.
