The video is at an odd angle, which may not help.

the main question: does the player goes airborne just before the hit happens? There are some fans that say his right foot stays on the ice.

There are also some fans that say he went airborne after the hit happened.

Concerning the WHL Ruleset, they follow the NHL Ruleset from what I am reading from the WHL 2013-14 Rulebook.
