Foul on offense.
Loose ball play, the qb threw a pass. The spot of the foul is behind the basic spot, but since it is a "pass", hence, "loose-ball play", the enforcement spot is the previous spot. If the pass was never thrown and the qb ran for 10 yards, it would be spot of foul enforcement, since it is not a loose-ball play. That's how I figure it. |

Once you get the steps down Rich highlights penalty enforcement for 95% of what actually happens becomes much easier. The 5% can get you in trouble if you don't know it though (just ask a crew in Oklahoma).
Foul during loose ball play or running play? What is the basic spot based on play type? Foul by offense or defense? Location of foul in relation to basic spot? Apply all-but-one - all fouls enforced from basic pot except fouls by the offense behind the basic spot |
