Yes he can. There are only a couple of times when stepping out of bounds in NCAA matters and this is not one.

A kicking team player cannot step out on his own and then return.

On offense if an eligible receiver steps out on his own and returns, he is ineligible to touch a forward pass until the defense touches it.
